Although the city does do a site visit and will withhold the building permit until any protected species have been addressed, that visit does not count as the FWC required survey. A site visit will be conducted to identify all burrows – not only those currently active, but others that may be inactive or abandoned. All burrows are protected, whether they appear recently active or not. All burrows that cannot be avoided will be included in the permitting process. The potential number of tortoises on the permit will be based on the number of burrows, but the “basic” permit can include up to ten burrows.
